This is not necessarily the case. In most seasons the best transfer is better than the best freshman and they split the awards. I believe Doug McD won both awards as a recent example. I do not expect McDuffie to win NCOY. He only plays 18 mpg and it's off the bench. I think Miller will out earn him in votes. SIU has two good transfers at the guard spot and Drake has two that are stat stuffers too.
