The D-League kind of does that, but I heard there are around 8 teams or so, maybe more, that don't have any affiliate. I think if they each had a team and owned the rights to each player, you might see more NCAA players drafted and developed there.
As of this year there are 19 teams which are all single franchise associated. Getting closer to a farm system.
Haven't understood why Wichita hasn't gone after a D league team. They could be an affiliate to Denver. Chase the draft to three rounds and the second and third round teams are guaranteed a D League spot if they don't make the NBA. Now the signing bonus will have to be big if they want to keep some of these players from going overseas. The current teams without affiliates are:
Atlanta
Brooklyn
Charlotte
Chicago
Denver
LA Clippers
Milwaukee
Minnesota
New Orleans
Portland
Washinton
You'd still have to convince teams to not just pull 17 year old Euro kids with zero chance/interest of ever even trying to make an NBA roster because it allows them to draft someone, hold the rights, and not actually have to pay anyone.
