Depends on what you want and how big your project is. Paying for a domain name wont cost you much. Typucally its <$20 yearly out of your wallet to own a domain.
As for "rebuilding" saluki-insider, there are a few paths you could take. Saluki-Insider looked to be ran on a modern PHP framework. It looked similar to the Valpo site which I believe is a modern PHP framework. PHP is relatively simple enough to learn how to use, but if you have contact with the original builder, you could request to have the old code and just deploy it to a new site.
If you want to build a completely new site, there would be a few costs to think about. Cost to access a database to store all of your critical information(logins, posts, ect ect). These prices vary depending on where you get it and how much space you want for storage. As for building a site, I would reccomend doing it yourself as paying someone to build it for you could be very costly.
